During the Meeting

Wait for the chair to open public comment or call your item before approaching the microphone
State your name clearly (and address if requested) and which agenda item you're addressingSpeaker names are called in numerical order; when your name is called, approach the podium and microphone, then state your name and the agenda item you will be addressing.
Keep to your time limitYour time begins when the light on the lectern turns green; when it is yellow, you have thirty seconds remaining, and red indicates your time is complete, and the chair may cut you off if you run over.
Stay factual and civil even if frustratedThis protects your right to keep speaking, since abusive or disruptive conduct can end public comment for you and everyone else.
Don't expect a back-and-forthCouncil members may say something in response to your comments, but you shouldn't speak further unless they ask you a direct question.
Thank the chair and step away from the microphone promptly once finishedTo keep things moving for the next speaker.

After the Meeting

Ask the clerk whether your comment was logged in the minutes or recorded videoIf that record matters to you.
Follow up in writing if you want a substantive responseEmail the relevant council member or staff contact directly, since public comment alone typically won't get an immediate reply.
Check the next meeting's agenda to see when it will be discussed or voted on further if item is still pendingPlan to attend or comment again.
