Before the Meeting

Find the meeting on the government's official websiteSearch "[your city] city council agenda" if unsure where it's posted.
Check the agenda for the specific dateAgendas must be published on your city's government website at least 72 hours before a meeting, and they will include instructions on signing up to speak or submitting your comment; showing up without checking risks missing your item entirely.
Note whether the meeting is in-person, hybrid, or remote-onlyGet the correct address, room, or video/call-in link.
Identify which agenda item you care about and its item numberSo you can reference it precisely when you speak.
Confirm which category of speaking time you want if want to speak on specific agenda item vs general commentThere are two different times in a public meeting that you might be able to speak, and some meetings include an "open forum" or "community comment" time for any topic, whether or not it's on the meeting agenda.
Check sign-up requirementsSign up to speak on the public comment sign-up sheet located inside the Council Chamber at least 15 minutes prior to each City Council meeting, and cutoffs like this can shut out late arrivals.
Draft your remarks to fit the time limitPlan for 1–3 minutes, since spoken comments average about 130 words per minute and most slots are capped.
Prepare written comments to submit ahead of time if cannot attend or speak liveUnder state law, the Council may not take action on matters raised under the Public Comment portion of the agenda, so they will not be able to discuss or respond to your comments — written input reaches members in advance instead.
Request accommodation from the clerk's office ahead of time if need accommodation asl translation accessibilityAmerican Sign Language (ASL) interpreter assistance or other translation services can be provided but typically need advance notice.
Practice reading your comment aloud once and time yourselfSo you don't run out of time mid-point.

Day of the Meeting

Arrive earlySome cities note that "we recommend that you arrive early to secure your speaking spot" and speakers are called in the order their cards were received.
Bring a printed or written copy of your comments plus extra copies to hand to the clerk if allowedIf you have more to say than fits the time limit, you can bring printed copies to distribute and use your speaking time to summarize them.
Be ready to state your name (and sometimes address)You'll be asked to start your comments by stating your name and address; this is a standard part of public record-keeping.
Locate the agenda handouts or screen displaySo you can follow along with item numbers as they're called.
Silence your phone and review basic etiquetteDisorderly, threatening, offensive, or abusive language that disrupts the Council meeting is against Council rules, and can lead to meeting delays, individuals losing the opportunity to continue with their comments, or the end of public comment.

03

During the Meeting

Wait for the chair to open public comment or call your item before approaching the microphone
State your name clearly (and address if requested) and which agenda item you're addressingSpeaker names are called in numerical order; when your name is called, approach the podium and microphone, then state your name and the agenda item you will be addressing.
Keep to your time limitYour time begins when the light on the lectern turns green; when it is yellow, you have thirty seconds remaining, and red indicates your time is complete, and the chair may cut you off if you run over.
Stay factual and civil even if frustratedThis protects your right to keep speaking, since abusive or disruptive conduct can end public comment for you and everyone else.
Don't expect a back-and-forthCouncil members may say something in response to your comments, but you shouldn't speak further unless they ask you a direct question.
Thank the chair and step away from the microphone promptly once finishedTo keep things moving for the next speaker.

04

After the Meeting

Ask the clerk whether your comment was logged in the minutes or recorded videoIf that record matters to you.
Follow up in writing if you want a substantive responseEmail the relevant council member or staff contact directly, since public comment alone typically won't get an immediate reply.
Check the next meeting's agenda to see when it will be discussed or voted on further if item is still pendingPlan to attend or comment again.
Sign up for agenda/meeting alerts on the city's websiteSo future agendas come to you automatically.
